I'm a level 73 rogue and the thought of Hemo has always intrigued me. I'm just wondering if it's a viable sp for anything, if so what, and what a talent build for Hemo would look like. I've tried Mutilate and I'murrentlyombat Swords and I'm just looking for a bit of ahange up.

31040 is good for PvP, it works wonderful in BG's, not really sure about arena yet. It's better then mutilate in BG's, that's for sure, sie they nerfed mutilate down to 20%. You'll do somewhere along the lines of 1800tk with all your bleeds and poisons + the hemo debuff up. It really works, but I have yet to try it out in arena. I personally feel it's better for Rogues that don't have a 350+ damage weapon in BG's then mutilate is. Make sure you use a sword mainhand, doesn't really matter what you use offhand. Try questing in rown when you get 77 and get revered with Ebon Blade, youan get a pretty ne sword from them. 3k hemorit's is what i'm seeing onlothies. EDIT I leveled from 70-80 on 31040 as well (Start in assassination for overkill, then work your way down the sub tree). Youan typally kill a single mob in 4-6 sonds.
